In this stupid Comic Life that I made, I was making fun of the fact that the government couldn't even identify a group that committed the terrorist act in the book. They seemed like they had absolutely no idea whatsoever because they were detaining and treating everyone they could find like prime suspects. I was just mocking this fact and suggesting that they appeared so clueless that if they were told cats did it that they would round up all the cats in SF and detain them.
